Shane Dille

Shane Dille was hired as the Sahuarita Town Manager on January 28, 2022. He serves as the chief administrative officer for the Town of Sahuarita.

The town manager provides executive leadership and supervision to division and department directors. He also leads the executive team comprised of appointed town officials and division and department directors. The town manager and staff also represent the organization on local and regional advisory bodies.

Dille served for six years, as the deputy city manager for Flagstaff. He also served from May 2010 to February 2016 as the city manager for Nogales.

Dille has over 25 years of city management experience in Arizona, 18 of which serving various communities in the capacity of city/town manager, with the balance of years serving communities as either assistant or deputy manager.

Dille is an active member of the International City Management’s Association (ICMA) since 1998 and has maintained his ICMA Credentialed Manager status since 2009. He is also a member of the Arizona/City County Management Association (ACMA), and served on its executive board for five years, including a year as the board’s president in 2018. Dille is passionate about public service and believes that no other level of governance impacts the people we serve more directly than at the local level. Dille is also a strong advocate for transparent, high-performing local governance.

Dille is a Certified Senior Executive in State and Local Government through the Harvard Kennedy School. He holds a Bachelor of Business Management & Management Information Systems degree and a Master of Public Administration degree, both from Brigham Young University. Dille is certified in Public Policy and Management through the University of Arizona.

Dille is married to his wife, Camille, and has six children.

Assistant Town Manager

Beth Abramovitz was originally hired on as the Assistant Town Engineer and within two years was promoted to Public Works Director. She has been the Assistant Town Manager since 2022.

The Assistant Town Manager provides executive leadership and supervision to selected division and department directors, while aiding the Town Manager in various duties.

During her career Abramovitz has had a wide variety of experience ranging from a construction inspector and water tower inspector to in-house engineering services for a Fortune 500 company.

Abramovitz is a native to Pennsylvania and has lived in Tucson for the past 10 years. She has a Bachelors’ of Science from Worcester Polytechnic Institute in Mechanical Engineering and a Masters’ of Science from Drexel University in Civil Engineering. She is a registered Professional Engineer in the State of Arizona and has held licenses in 6 other states.

Abramovitz is a proud dog mom of three, one of her dogs has appeared in two promotional videos for the town.


Management Assistant

Bianca Quijada is the Management Assistant in the Office of the Town Manager. Before her transfer to this role, she worked as the Office Assistant in the Town Clerk’s Department, where her outstanding performance led to a promotion to Senior Office Assistant within just three months. 

Bianca consistently demonstrates strong interpersonal skills through her effective interactions with both staff and the Council during public meetings. Her willingness to embrace new challenges and commitment to professional development make her a valuable asset to the department. 

Bianca graduated from Arizona Christian University, earning a Bachelor’s degree in Business Administration with summa cum laude honors.

Luke Smith serves as the Management Analyst in the Office of the Town Manager. Before joining the Town of Sahuarita, he worked with government agencies, nonprofits, and educational institutions, where he specialized in data-driven research, organizational development, and improving administrative systems. His experience includes roles in proposal development, nonprofit leadership, and instruction in entrepreneurship and Spanish.

Luke has lived in Sahuarita for 15 years and has been actively involved in the community as a teacher, coach, and Boy Scout leader. His strong analytical skills, collaborative approach, and commitment to public service support his work in advancing strategic initiatives for the Town.

Luke holds a Bachelor’s degree in Spanish with a minor in Business from the University of Utah and an MBA in International Business Development from the Middlebury Institute of International Studies. He is fluent in Spanish and brings a broad range of professional certifications to his role.
